The paper examines in detail a set of specific measures. These include: equal pay and equal opportunities legislation, and freedom of association and collective bargaining rights as two examples of basic rights policies; and minimum wages, maternity leave and working hours restrictions as examples of terms of employment policies. The objective is to draw lessons for effective gender-sensitive labour market reforms and to identify priorities for policy. What are the labour market interventions that are likely to be more successful for achieving gender equality? Under what circumstances do they work? What are the other conditions, and policies, that need to be in place in a country for labour interventions to succeed? The paper is organised as follows. Section 1 introduces to the topic. Section 2 examines differences in employment patterns between women and men in the developing world. Section 3 briefly analyses the main factors influencing gender equality in the labour market. Section 4 describes the terms of the disagreement over the role of labour regulations for growth and employment, and presents some broad evidence. Section 5 examines both theory and evidence on the gendered effects of individual measures. Section 6 concludes.
